Judy is the fourth President and CEO of CVMC, since it was established in 1968. She came to CVMC from Miles Healthcare, where she served as President and CEO since 1993.

Judy Tarr is a native of Florida who moved around while growing up due to her father being an engineer in the Navy.  She received her Bachelor of Arts in Business Administration from the University of South Florida and her Master of Health Science Administration, from St. Joseph’s College, Standish, Maine.  After completing her Bachelor’s, Degree, she worked at Maine Medical Center in internal audit before being recruited to Miles as an accountant where she was immediately promoted to Controller.  She was promoted quickly to CFO and held that role for eight years. 

She was highly regarded by the board and was the successful candidate when a national search for a new CEO was conducted in 1993.  During her tenure as CEO, Miles expanded significantly to serve a growing retirement community.  It expanded from a stand alone hospital to include a breadth of elder care/senior services including skilled nursing, long term care and assisted living facilities and services. The quality of the medical staff is considered outstanding, according to the national search firm with which CVMC was engaged in Tarr’s recruitment process, and their relationship with Miles is very positive. They converted their employed physician network to a provider-based model in 2005 which benefited physicians and the hospital.  Miles has recorded very high patient satisfaction levels, according the national data base in which it participates. Seeing the potential for bringing additional resources to the area, opportunities for clinical and management integration, and the risk for small hospitals in the future, Tarr led her Board to an affiliation with the newly formed Maine Health in 1996.  This affiliation has allowed for shared service opportunities, group purchasing advantages and regional information technology integration among other benefits.

Tarr was actively involved in the Damariscotta community, serving on the board of a local non-profit organization.  She has considerable experience with philanthropy, including leadership of a $6 Million capital campaign.

She is an artist, an avid reader and has a passion for health care advocacy.  Selected items from Tarr’s resume include:
